The third and last ground raised by Mr: Kavuta is that the trial magistrate had misdirected nimself in findinJ that, Vuje Village council was a specified authority and that the offence against the accused was a scheduld offence and hence covered by the Minimum Sentences Act •. I- respectfully accept this submissioti 9 Then Minimum Sentences Act does not apply Village councils •.
